Abstract: Participatory action research for promoting research and developing sustainable free pesticide agricultural product base on sufficiency economy, Chiang Mai Province in 2009 was conducted with member offices in Chiang Mai. These member offices consist of groups of agriculturists and Chiang Mai Provincial Agricultural Office including the integration for promoting and developing free pesticide vegetables to reach standard as well as building the marketing network from local to country by information system of producing free pesticide vegetables. Analyzing cost and benefit of free pesticide vegetables based on sufficiency economy is also included in this study. The study was that 33 agriculturists from 6 districts could arrange the production plan of 33 types of free pesticide vegetables to reach international standard; Good Agriculture Practice (GAP). These 33 types of vegetables are pak choi, Leek, cabbage, Kale, Celery, cauliflower, French bean, Winged bean, broccoli, spinach, Amaranth, Chinese white cabbage, Chinese bitter ground, Coriander, Water spinach, salad, Cayenne Pepper, Chili Pepper, tomato, Fabacae, Smooth loofah , Cucumber, Carrot, Pak Tsai, Garland , Peas, Chinese radish, Snake egg-plant, Egg-plant, Sajor-caju, Hed-Lom, Chinese Cabbage-Michilli, Chinese Chives. These can make trust for consumers both in wholesales, retail marketing and supermarket. The information center regarding free pesticide agriculture was established under the website of mcs.okrd.org and connected to website of Chiang Mai Provincial Agricultural Office in order to distribute knowledge of producing and marketing of free pesticide vegetables and link to consumers. Analyzing cost and benefit of production is done and know the rewards from 28 types of vegetables. The profit ratio per income is four percentages and the profit ratio per the highest income is sixty-six percentages. This means agriculturists have appropriated additional income from producing free pesticide vegetables. They do not spend a lot of expenses because they don’t use chemical substances but use their own lands and labors instead. They can decrease their own expenses but increase their household income.
Description: ชุดโครงการวิจัย “โครงการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมเพื่อส่งเสริมการวิจัยและ พัฒนาสินค้าเกษตร ผักปลอดสารพิษบนเศรษฐกิจพอเพียง อย่างยั่งยืน จังหวัดเชียงใหม่ ปี พ.ศ. 2552” เป็นการวิจัยแบบมีส่วนร่วม (Participatory Action Research: PAR) กับหน่วยงาน ภาคีในจังหวัดเชียงใหม่ ทั้งกลุ่มเกษตรกร เกษตรตำบล เกษตรอำเภอ และสำนักงานเกษตรจังหวัด เชียงใหม่ กับการบูรณาการในการส่งเสริมและพัฒนาสินค้าผักปลอดสารพิษให้ได้มาตรฐาน เป็นที่ ยอมรับของผู้บริโภคในท้องตลาด รวมถึงการสร้างเครือข่ายการตลาดระดับชุมชนจนถึง ระดับประเทศด้วยระบบสารสนเทศของการผลิตผักปลอดสารพิษ อีกทั้งยังได้วิเคราะห์ต้นทุน และผลสัมฤทธิ์ของการผลิตผักปลอดสารพิษให้ได้ความคุ้มค่าของการผลิต บนฐานความรู้ของ ปรัชญาเศรษฐกิจพอเพียงที่ได้ประยุกต์ใช้กับเกษตรกรในการประกอบอาชีพเสริม การผลิต ผักปลอดสารพิษอย่างยั่งยืนได้ ผลการศึกษาพบว่าเกษตรกรที่เข้าร่วมโครงการทั้งสิ้น 33 รายจาก 6 อำเภอ สามารถวางแผน การจัดการผลิตผักปลอดสารพิษให้ได้มาตรฐานเป็นที่ยอมรับระดับสากล คือมาตรฐาน GAP ได้ถึง 33 ชนิดผัก อันได้แก่ ผักกาดกวางตุ้ง กระเทียมต้น กะหล่ำปลี คะน้า คึ่นช่าย กะหล่ำดอก ถั่วแขก ถั่วพู บร็อคโคลี่ ปวยเล้ง ผักโขมจีน ผักกาดขาว มะระจีน ผักชี ผักบุ้งจีน สลัดใบ พริกขี้หนู พริกหนุ่ม มะเขือเทศ ถั่วฝักยาว บวบเหลี่ยม แตงกวา แครอท ผักกาดฮ่องเต้ ตั้งโอ๋ ถั่วลันเตา หัวไชเท้า มะเขือยาว มะเขือเปราะ เห็ดนางฟ้า เห็ดลม ผักกาดหางหงษ์และกุยช่าย ส่งผลต่อความเชื่อมั่นของ ผู้บริโภคต่อผู้ผลิตในการส่งเสริมการผลิตและพัฒนาสู่ตลาดผู้บริโภคทั้งตลาดระดับขายส่ง ตลาด ระดับขายปลีกและตลาดระดับซูปเปอร์มาร์เก็ต นอกจากนี้งานวิจัยยังได้ทำการจัดตั้งศูนย์ถ่ายทอด ข้อมูลการเกษตรปลอดสารพิษและเชื่อมโยงเครือข่ายเกษตรกรผู้ผลิตผักปลอดสารพิษของ จังหวัดเชียงใหม่ โดยการจัดทำระบบข้อมูลสารสนเทศบนเว็บไซต์ของศูนย์บริหารจัดการ ผักปลอดสารพิษ (http://www.mcs.okrd.org) ที่เชื่อมโยงกับเว็บไซต์ของสำนักงานเกษตรจังหวัด เชียงใหม่ (http://www.chiangmai.doae.go.th) อันเป็นการเผยแพร่องค์ความรู้ทางด้านการผลิตและ การตลาดผักปลอดสารพิษ และเชื่อมโยงผู้บริโภคกับแหล่งของการผลิตผักปลอดสารพิษในจังหวัด เชียงใหม่ได้อย่างยั่งยืน เพื่อให้เกษตรกรสามารถทำการผลิตผักปลอดสารพิษได้อย่างมีผลสัมฤทธิ์ คุ้มค่ากับการ ลงทุนและเกิดความยั่งยืน งานวิจัยชิ้นนี้สามารถวิเคราะห์มูลค่าต้นทุนการผลิตที่ชัดเจนและทราบ ผลตอบแทนความคุ้มค่าได้ถึง 28 ชนิด โดยมีอัตราผลกำไรต่อรายได้ต่ำสุดอยู่ที่ 4% และอัตราผล กำไรต่อรายได้สูงสุดถึง 66% หมายความว่าเกษตรกรสามารถทำการผลิตผักปลอดสารพิษเป็น อาชีพเสริมที่สามารถเพิ่มรายได้ให้กับครอบครัวได้อย่างคุ้มค่า เพราะไม่ต้องเสียค่าใช้จ่ายมากนัก การลดต้นทุนจากการไม่ใช้สารเคมีต่างๆ และการใช้ปัจจัยการผลิต (ที่ดินและแรงงาน) ของ ครัวเรือน ให้เกิดประโยชน์สูงสุด ก็จะทำให้เกษตรกรสามารถลดรายจ่ายและเพิ่มรายได้ในระดับ ครัวเรือน ระดับชุมชนและก้าวสู่ระดับประเทศ ตามหลักปรัชญาเศรษฐกิจพอเพียงได้อย่างยั่งยืน
