Abstract: รูปแบบการพัฒนาศักยภาพของผู้นำท้องถิ่นกับการการบริหารจัดการภาครัฐแนวใหม่ มีวัตถุประสงค์เพื่อ ศึกษาคุณลักษณะที่ดีของผู้นำท้องถิ่นกับการสร้างค่านิยมและกระบวนทัศน์ใหม่ในการบริหารจัดการภาครัฐแนวใหม่ ใช้วิธีการวิจัยเชิงสำรวจและการวิจัยเชิงคุณภาพ โดยการวิเคราะห์ชุมชนกับรูปแบบของการเรียนรู้ของผู้นำแห่งการเปลี่ยนแปลง ในการบริหารจัดการภาครัฐแนวใหม่กับกลุ่มเป้าหมายที่เป็นผู้นำท้องถิ่น และผู้นำชุมชนจำนวน 75 คน จากองค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่จำนวน 6 แห่ง คือ องค์การบริหารส่วนตำบลแม่ทา เทศบาลตำบลบ้านกลาง องค์การบริหารส่วนตำบลดอนแก้ว องค์การบริหารส่วนตำบลกื้ดช้าง องค์การบริหารส่วนตำบลมะขุนหวาน องค์การบริหารส่วนตำบลยุหว่า ผลการศึกษาพบว่า คุณลักษณะที่ดีของผู้นำท้องถิ่น ประกอบไปด้วย 1) เป็นคนดีมีศีลธรรม มีศรัทธาในศาสนาและเชื่อมั่นในหลักจริยธรรม 2) ดำเนินงานอย่างโปร่งใสตรวจสอบได้ไม่มีประโยชน์ทับซ้อน 3) มีวิสัยทัศน์ มียุทธศาสตร์ในการดำเนินงาน 4) ทำให้ชุมชนมีส่วนร่วมในการดำเนินกิจกรรมและการตัดสินใจ 5) ก่อให้เกิดการเปลี่ยนแปลงที่ดีในชุมชน สำหรับค่านิยม และกระบวนทัศน์ใหม่ในการบริหารจัดการภาครัฐแนวใหม่ พบว่าผู้นำท้องถิ่นมีความสามารถในการพัฒนาตนเองตามหลัก 7 ประการ ของการเป็นผู้นำแห่งการเปลี่ยนแปลง (Transformation Leadership) ได้ถึงร้อยละ 75 เมื่อวิเคราะห์การมีส่วนร่วมของชุมชนภายใต้กรอบกระบวนทัศน์ใหม่ในการพัฒนาด้วยกระบวนการ AIC พบว่าค่านิยมหลัก 3 ประการในการทำงานเพื่อการพัฒนาท้องถิ่น คือ การมีอุดมการณ์ร่วม การมีเป้าหมายที่แท้จริง และความผูกพันที่แท้จริงที่สร้างให้เกิดพลัง ส่งผลทำเกิดกระบวนการเรียนรู้และการพัฒนาในหลักสูตรของการพัฒนาผู้นำท้องถิ่นต้นแบบการบริหารจัดการภาครัฐแนวใหม่ เพื่อนำไปใช้ในการยกระดับการเป็นผู้นำแห่งการเปลี่ยนแปลงต่อไป
Description: The model of the potential local learning development with New Public Management had the aim as to study the good characteristics of the local leadership with the popularity creating and new paradigm in New Public Management. Survey and quantity research had use in processes by using the community analysis with learning style of changing leadership. In this study, the target groups were 75 local leaders and community leaders from 6 Community Local Organization in Chiangmai as Maetha, kudchang, Makunwan, Yuwa, Donkaew and Baanklang Local Tambol Organization. The research result has found that the good characteristics of the local leadership consist of 1) good behavior with morality, believe in religious and firmly believe in ethic 2) transparency in operation 3) have vision and strategic in operation 4) use the community changing participation in operation and decision making 5) good creating for the community changing. By the way, for the new paradigm in New Public Management had found 7 capacities of the transformation leadership which reach to 75 percent of their capacities. The community participation under AIC process had found 3 popularities in local development operation as the political ideology, have real target and Self-adjoin. These will affect to develop the local leadership development curriculum for the New Public Management as to apply upgrading the changing leadership.
