Abstract

The objectives of research “Customary law of ethnic groups and changes in the society for develop a sustainable way of life” were 1) to study customary law of ethnic groups And the change of customary law and society of ethnic groups in Maena ,Chiang Dao District , Chiang Mai Province ,Thailand 2) to study municipal law and 3) to study guiding the application of customary law to become municipal law. This research use qualitative research methodology. By field data collection. Based on interviews with community leaders along with ethnic groups of Lahu ethnic and Hmong ethnic in Maena ,Chiang Dao District , Chiang Mai Province ,Thailand. And descriptive data analysis. According to studies, it has been found that objective 1. to study customary law of ethnic groups And the change of customary law and society 1.1 customary law of Lahu ethnic change from the original by Accept village rules Instead of using the old customary laws. 1.2 customary law of Hmong ethnic change from the original. It has been changed by the form to be shortened. And more emphasis on community participation But still has a leader from the traditional family system. And they have a ethnic meeting by customary law. It is not a formal village committee meeting. 2. Study municipal law. It come from central policies and similar content. They do not have the municipal law that come from the needs of the community. 3. Study guiding the application of legal culture to become municipal law. The smallest law today is municipal law. It is the rule of administrative but have legal conditions. But it's not just one village or any ethnic group. It can be codified as a district. It is difficult to bring the legal culture into municipal law in the present day. This research should be approved by law to allow the village, which is the smallest unit, to legally enforce the village law. Each village can preserve its original culture. With the care and development their villages and their natural resources.
