Abstract: การวิจัยมีวัตถุประสงค์เพื่อวิเคราะห์มูลค่าเพิ่มของการวิจัยและพัฒนาศักยภาพภาคการเกษตรของชุมชน จังหวัดเชียงใหม่ จำนวนทั้ง 11 ประเด็น ให้มีศักยภาพการแข่งขันในอาเซียนอย่างสร้างสรรค์ บนพื้นฐานปรัชญาของเศรษฐกิจพอเพียง โดยเป็นการวิจัยเชิงคุณภาพและการวิเคราะห์เชิงปริมาณจากข้อมูลปฐมภูมิของกลุ่มเกษตรกรที่เข้าร่วมโครงการ จำนวน 14 ตำบล 17 กลุ่มเกษตรกร ที่มีศักยภาพในการพัฒนาด้านการเกษตร เมื่อเปรียบเทียบในระดับประชาคมอาเซียน และอภิปรายผลด้วยข้อมูลสถิติ คือ ค่าเฉลี่ยในลักษณะของสถิติเชิงพรรณนา และ วิเคราะห์ความเป็นไปได้ของมูลค่าเพิ่มของการวิจัยและพัฒนาศักยภาพภาคการเกษตรของชุมชน จังหวัดเชียงใหม่ ในกรอบประชาคมเศรษฐกิจอาเซียน การวิจัยจึงได้เพิ่มศักยภาพของกลุ่มผ่านกิจกรรมทั้ง 6 โครงการ คือ การอบรม “การตลาดนำการผลิต : มาตรฐานเกษตรอินทรีย์สากล” การอบรม “ข้อกำหนดมาตรฐานเกษตรอินทรีย์และแนวทางปฏิบัติ” การอบรม “ระบบการรับรองเกษตรอินทรีย์แบบมีส่วนร่วม (Participatory Guarantee System : PGS)” การอบรม “การจัดทำระบบควบคุมภายใน (Internal Control System : ICS)” การอบรม “การจัดทำปัจจัยการผลิตเกษตรอินทรีย์เพื่อทดแทนการใช้สารเคมี 6) การปฏิบัติทางการเกษตรที่ดี (Good Agricultural Practice : GAP)” ผลการวิจัยพบว่า ประสิทธิภาพหลังการอบรมของเกษตรในแต่ละประเด็น (กลุ่มเกษตรกร) มีค่าเฉลี่ยรวม 70.63 พบว่า การตลาดนำการผลิต : มาตรฐานเกษตรอินทรีย์สากล มีค่าเฉลี่ย 85.32 รองลงมาคือ การจัดทำปัจจัยการผลิตเกษตรอินทรีย์เพื่อทดแทนการใช้สารเคมี มีค่าเฉลี่ย 84.32 ระบบการรับรองเกษตรอินทรีย์แบบมีส่วนร่วม (Participatory Guarantee System : PGS) มีค่าเฉลี่ย 74.21 ข้อกำหนดมาตรฐานเกษตรอินทรีย์และแนวทางปฏิบัติ มีค่าเฉลี่ย 69.41 การจัดทำระบบควบคุมภายใน (Internal Control System : ICS) มีค่าเฉลี่ย 64.12 และการปฏิบัติทางการเกษตรที่ดี (Good Agricultural Practice : GAP) มีค่าเฉลี่ย 46.43 กลุ่มเกษตรกรยังขาดความรู้ความเข้าใจในประเด็นที่ 6 การปฏิบัติทางการเกษตรที่ดี (Good Agricultural Practice : GAP) ซึ่งต้องได้รับการสร้างความรู้ความเข้าใจเป็นอย่างมาก
Description: The research aims to analyze the added value of research and development potential of the agricultural sector of the Chiang Mai community, the 11 issues to have the potential to compete in ASEAN creatively. Based on the philosophy of sufficiency economy, a qualitative research and quantitative analysis for primary data of 14 farmers participating in the project, 17 sub-groups of farmers with potential for agricultural development. However, when comparing in the ASEAN community level and discussion the results with statistical data, i.e. the average values of descriptive statistics and feasibility analysis of the value added of research and development of the agricultural sector's potential Chiang Mai Province in the framework of the ASEAN Economic Community Therefore, research has increased the potential of the group through the 6 activities, namely the training "Marketing of production lead: international organic standards", Training "Organic Agriculture Standard Requirements and Practices", Training "Organic Agriculture Certification System join (Participatory Guarantee System: PGS), Training "Internal Control System (ICS), Training "Training "Preparation of organic production factors to replace the use of chemicals 6), Good agricultural practices (Good Agricultural Practice: GAP), Training "The research found that Post-training efficiency of agriculture in each issue (Farmer group) with a total average of 70.63. It was found that the marketing of production lead: the standard of organic agriculture has an average of 85.32, followed by the preparation of organic production factors to replace the use of chemicals with the average 84.32 certification system. Participatory organic agriculture The Participatory Guarantee System (PGS) has an average value of 74.21. The standard requirements for organic agriculture and practices are averaged 69.41. Internal control system (ICS) has an average of 64.12 and good agricultural practices (Good Agricultural Practice: GAP) has a mean value of 46.43 respectively. Farmers still lack knowledge and understanding of issues 6 Good Agricultural Practice (GAP) which requires a lot of knowledge and understanding.
