dc.descriptionThis research aims to analyze the 9 impacts of Chiang Mai community towards the potentiality of Chiang Mai communities under ASEAN communities. All of these 9 impacts consisted of community business, community agriculture, local administrative organization, health, hygiene and environment, natural resource management, children and youth, elderly and disable people, education, social and culture as well as value added of projects to increase the potentiality of communities and also to propose guidelines to make plans to increase the potentialities of Chiang Mai communities. It is the qualitative research and supported by quantitative research from primary data of 2,064 communities in Chaing Mai. Participatory action research including positive and negative analysis were used in this study. Descriptive analysis such as mean, percentage and standard deviation as well as content analysis were also used to fulfill the quantitative data. This study could create 9 projects with 36 strategies to increase the poetntialities of Chiang Mai communities. It could create turn around, aggressive , stable and retrenchment of 9 strategies in each project. Local administrative organizations would bring all of these strategies to make plans and projects to increase the potentialities of communities and ask for the permission from administrative staffs to transform plans to operate. All of local administrative organizations could make 9 projects to increase community business consisting of community business, community agriculture, local adminstrative organization, health, hygiene and environment, natural resource management, organization of childeren and youth, organization of elderly and disable people, education and social –culture. The next phase will follow up and evaluate the achievement of all of these 9 projects which could be the best practice for other communities. It may integrate to work with other communities outside Chiang Mai and extend the study to 7 provinces in the upper north of Thailand such as Chiang Mai, Phayaow, Phrae , Nan, Lumphoon, Lumpang and Mae Hongsorn.th_TH
dc.description.abstractการวิจัยมีวัตถุประสงค์เพื่อวิเคราะห์ผลกระทบของชุมชน จังหวัดเชียงใหม่ ต่อการเพิ่มศักยภาพความเข้มแข็งของชุมชน จังหวัดเชียงใหม่ ภายใต้กรอบประชาคมอาเซียน ทั้ง 9 ด้าน ได้แก่ ด้านธุรกิจชุมชน ด้านเกษตรชุมชน ด้านองค์กรปกครองส่วนท้องถิ่น ด้านสุขภาพ อนามัย และสิ่งแวดล้อม ด้านการบริหารจัดการทรัพยากรธรรมชาติ ด้านเด็กและเยาวชน ด้านผู้สูงอายุและผู้พิการ ด้านการศึกษา ด้านสังคมและวัฒนธรรม และเพื่อประเมินมูลค่าเพิ่มของโครงการในการเพิ่มขีดความสามารถของชุมชน จังหวัดเชียงใหม่ ต่อการเสนอแนะแนวทางในการสร้างแผนเพิ่มขีดความสามารถของชุมชน จังหวัดเชียงใหม่ ภายใต้กรอบประชาคมอาเซียน โดยเป็นการวิจัยเชิงคุณภาพและสนับสนุนด้วยการวิเคราะห์เชิงปริมาณจากข้อมูลปฐมภูมิของชุมชนในจังหวัดเชียงใหม่ทั้งสิ้น 2,064 ชุมชน อาศัยวิธีการวิจัยแบบมีส่วนร่วม (PAR) วิเคราะห์ผลกระทบเชิงบวกและเชิงลบ ข้อเสนอแนะ และแนวทางเตรียมความพร้อมของชุมชน กรณีวิเคราะห์เชิงปริมาณจะอภิปรายผลด้วยสถิติอย่างง่าย ได้แก่ ค่าเฉลี่ย ค่าร้อยละ และค่าเบี่ยงเบนมาตรฐาน กรณีวิเคราะห์เชิงคุณภาพ จะใช้การวิเคราะห์เนื้อหา มาประมวลเพื่อยืนยันและเสริมข้อมูลเชิงปริมาณให้มีความสมบูรณ์ขึ้น ผลการวิจัยสามารถสร้างกลยุทธ์ในการเพิ่มขีดความสามารถของชุมชน จังหวัดเชียงใหม่ ในกรอบประชาคมอาเซียน ทั้ง 9 ด้าน ได้จำนวน 36 กลยุทธ์ โดยสามารถสร้างกลยุทธ์เชิงรุก กลยุทธ์พลิกฟื้น กลยุทธ์การรักษาเสถียรภาพ และกลยุทธ์ตัดทอน โครงการละ 9 กลยุทธ์ มูลค่าเพิ่มของโครงการเพิ่มขีดความสามารถของชุมชน จังหวัดเชียงใหม่ ภายใต้กรอบประชาคมอาเซียน พบว่า องค์กรปกครองส่วนท้องถิ่นจะใช้กลยุทธ์ที่ได้ไปจัดทำแผนและโครงการเพิ่มขีดความสามารถของชุมชนในแต่ละด้าน และยื่นขออนุมัติจากผู้บริหารและทีมสภาของเทศบาลตำบลหรือองค์การบริหารส่วนตำบลเพื่อนำแผนไปสู่การดำเนินงาน โดยองค์กรปกครองส่วนท้องถิ่นที่เข้าร่วมโครงการได้สร้างโครงการต่าง ๆ ซึ่งเป็นมูลค่าเพิ่มของการวิจัยครั้งนี้ให้บรรจุลงในแผนพัฒนาของอปท. โดยโครงการที่อปท.ได้จัดทำขึ้นเพื่อเพิ่มขีดความสามารถของชุมชนสู่ประชาคมอาเซียน มีทั้งหมด 9 โครงการ ผ่านการเสนอแนะแนวทางการดำเนินงานโครงการ โดยผู้ทรงคุณวุฒิที่มีความเชี่ยวชาญในแต่ละด้าน ประกอบไปด้วย ด้านธุรกิจชุมชน 1 โครงการ ด้านเกษตรชุมชน 1 โครงการ ด้านองค์กรปกครองส่วนท้องถิ่น 1 โครงการ ด้านสุขภาพ อนามัย และสิ่งแวดล้อม 1 โครงการ ด้านการบริหารจัดการทรัพยากรธรรมชาติ 1 โครงการ ด้านองค์กรเด็กและเยาวชน 1 โครงการ ด้านองค์กรผู้สูงอายุและผู้พิการ 1 โครงการ ด้านการศึกษา 1 โครงการ และด้านสังคมและวัฒนธรรม 1 โครงการ โครงการวิจัยในระยะต่อไปจะได้ดำเนินการปฏิบัติการและติดตาม ประเมินผล เพื่อให้เกิดผลสัมฤทธิ์ของกลยุทธ์การเพิ่มขีดความสามารถของชุมชน ทั้ง 9 ด้าน ในกรอบประชาคมอาเซียนซึ่งจะเป็นต้นแบบให้กับชุมชนอื่น สามารถนำไปบูรณาการการทำงานกับชุมชนนอกจังหวัดเชียงใหม่ และขยายผลการวิจัยให้เกิดประโยชน์ของการนำไปใช้ให้มากขึ้น โดยเฉพาะ 7 จังหวัดภาคเหนือตอนบน ได้แก่ เชียงราย พะเยา แพร่ น่าน ลำพูน ลำปาง และแม่ฮ่องสอนth_TH
